Project Description

The People Could Fly Project is a documentary arts project focusing on the dreams of young people across the African Diaspora. It follows the adventures of five sisters, ages of 7 to 21 as they travel across the US, Africa, and South America talking to young people about their dreams and visions for themselves and the world. Their work will culminate in a docu-narrative film about the journey.

As the daughters of an airline employee they've been able to fly many places, but felt it was imperative to share their experiences with others and to talk and engage with young people around the world about the power of their own dreams, their own abilities to make them reality, and thus their own ability to fly.

They have traveled to New York, San Francisco, Los Angeles, St. Louis, Jena, LA, Connecticut, Detroit, Virginia, Nashville, TN; Washington, DC; and Mississippi talking, filming, photographing, and interviewing people of all ages about their dreams and are on the way to many other places.

They were inspired by a folktale told in the Americas about Africans enslaved who sprout wings and fly away. The story is found in children's book author Virginia Hamilton's "The People Could Fly".

A convicted killer recently released from prison was charged Saturday with fatally shooting his brother during an argument and then killing five witnesses, including two of his brother's children, police said.

Three remaining children were critically wounded in the attack last Sunday, but one of them was able to tell investigators about their assailant, an arrest warrant affidavit said.

Jessie L. Dotson, 33, was arrested on Friday — five days after the six bodies were discovered in a small rental house in a rough neighborhood called Binghampton. The affidavit said Dotson admitted to the killings.

"He tried to kill everyone in the house. He thought everyone in the house was dead," police Lt. Joe Scott said.

Dotson was charged with six counts of first-degree murder and three counts of attempted first-degree murder, police said. Among those killed was Dotson's brother, Cecil, 30, who was the father of all the children, ages 9 to 2 months.

Also killed were Hollis Seals, 33, Shindri Roberson, 25, and Marissa Rene Williams, 26, the mother of four of Cecil Dotson's children. Police identified the dead children as Cemario Dotson, 4, and Cecil Dotson, 2.

The surviving children remain under police custody at a children's hospital, but police declined to reveal their identities or their conditions.

One of the children "implicated Jessie Dotson as the person responsible," an arrest warrant affidavit said.

Police said the bodies of the victims were discovered Monday. The adults were shot with a semiautomatic handgun, while the children were stabbed with a knife or bludgeoned, police said.

The adults were found in the living room and the children were found in the two bedrooms of the residence and in the bathroom, Police Director Larry Godwin said.

Police said the bodies were discovered after relatives were unable to make contact with them, either by phone or in person.

Cecil Dotson and Seals each had extensive criminal records that include possession of illegal drugs and firearms. Cecil Dotson is identified in jail records as a known gang member.

Godwin said investigators at first thought the killings might have been some kind of "gang-related retaliation."

"I know the fear that gripped this community. I think we all felt it," Godwin said.

Records also show that Jessie Dotson pleaded guilty to second-degree murder in 1994 and spent 14 years in prison. He was released from prison in January. No other details were available.

District Attorney General Bill Gibbons said his office has not yet decided if it will seek the death penalty.

Jail records showed Dotson was not yet allowed visitors and no lawyer was listed for him. No court dates had been set.

The Black Church Doesn't Care About The Environment???

Environmental Awareness: Activist Bemoans Lack Of Concern By African-American Churches

Toxic waste and contaminants are destroying minority communities “while the black church stands by and does nothing,” says a local activist.

Rita Harris, executive director of the Sierra Club, says toxic waste emissions and the unsafe dumping of deadly chemicals are killing people of color while environmental protection remains a non-issue for African-American congregations. The Sierra Club, established in 1892, is the nation’s oldest conservation entity or “green organization.”

Repeated attempts to reach out to African-American pastors have come up empty, says Harris.

“We are in the business of educating. That’s what I do – educate and make people aware of what is going on. Our people are being subjected to high levels of contaminants in the environment. It’s making us sick, just killing us,” says Harris.

“But we just haven’t stirred the kind of interest and support from pastors like I hoped.”

The historic role of the African-American church as a mobilizing force makes it ideal for organizing whole communities in some plan of action, says Harris

“The black church was so vital during civil rights. Today, our people are in a fight they don’t really understand. But, our message did get through to one pastor – Rev. Ralph White of Bloomfield Baptist Church,” says Harris.

“The chemical plants and toxic waste sites on President’s Island are extremely hazardous to that south Memphis community. It’s one of the most toxic in the city, and he is the only pastor who is taking on environmental protection issues.”

Rev. White considers himself a civil rights and environmental activist. He led daily pickets against hazardous waste expansion several years ago.

“We felt as a church that it was important to raise concerns about toxic contamination and the health of community residents, especially on behalf of our seniors and children,” he says. “People must be educated about the correlation between a high toxic environment and the illnesses that develop in those living near hazardous sites.”

Harris says people are suffering the effects of “environmental injustice.”

The term “environmental justice,” according to a national study, refers to ‘race being the most predominant variable in where landfills, chemical plants, and toxic waste sites are located.” That is, “people of color in disproportionately large numbers live in hazardous waste host communities, and therefore, people of color are not equally protected by environmental law.”

Harris says the United Church of Christ “Toxic Waste and Race: 1987-2007” research project found that minorities on all socio-economic levels are at-risk.

“Most people of color populate contaminated areas near polluting sources,” said Harris. “The church doesn’t see it as a big deal because people aren’t dying in great numbers. But illnesses from contamination are manifested as we grow older: liver, kidney, and colon diseases – cancer – the effects are seen in our elderly.”

Jim Deming, director of the environmental group Tennessee Interfaith Power and Light in Nashville, also is working with churches in conservation projects. More than 100 congregations across the state have established “green teams,” but African-American churches are noticeably absent.

“We have a common bond in that all of us as people of faith are called to creation care and to be good stewards of our environment,” said Deming.

“Many things separate us, but we all live on one planet. There is so much benefit in working together. I would love to meet with African-American congregations. The Sierra Club is doing a great job, but we need all the churches to get involved.”

Deming says he was impressed with a group of Muslims from Memphis who showed a deep concern and sense of responsibility toward the environment in a recent meeting. But, as with Harris, he says efforts to attract a significant number of African-American churches have come up short.

Fishing in troubled waters

Harris says every body of water in Memphis and Shelby County is contaminated, and fishing in them puts people at great risk.

“The EPA (Environmental Protection Agency) says that a person can safely eat 12 ounces of contaminated food each week and still be healthy,” she says. “But we say no amount is safe. Contaminated food in measured doses is fatal over time. Many people of color fish to supplement their food budget, and they feed it to their children.”

“I am not saying that the bodies of water in Memphis are all contaminated. There are certain standards set by the Environmental Protection Agency, and we have to comply with those to maintain a level of safety in our water. I won’t really get into specifics, but you can look at a full report online.”

The division’s Web site includes a report called “The Status of Water Quality in Tennessee.” It identifies seven rivers across the state posted for dangerous levels of organic pollutants in fish. The Mississippi River, Nonconnah Creek, and the Wolf River are among those listed. The report indicates that they are contaminated with chlordane and dioxins.

The report also states: “When the fish tissue contaminant levels exceed risk-based criteria, it is the responsibility of the Department of Environment and Conservation to post warning signs so that people will be aware of the potential threat to their health. In Tennessee, the most common reasons for a stream or river to be posted is the presence of high levels of bacteria. In lakes and reservoirs, the most common reason is accumulated PCBs, chlordane, dioxins, or mercury in fish tissue.”

Harris says the contaminate that she is most concerned about is chlordane, a chemical pesticide used on crops and lawns from 1948 to 1988 before it was banned. She says dumping methods were inadequate and unsafe during that time and that extreme contamination still lingers.

The water pollution report indicates that when chemicals and other contaminants get embedded in the soil and sediment of a lake or river, reducing contamination becomes difficult.

Co-Opting Or Disrespecting The Dream???

I just wanted to provide you all two stories of the same side to show you how our perspectives are shaped and influenced by the media...By the way I am the "local activist loudly attempted to address the departing members"...Lol...

By the way I am friends with Bro. Preston Lauterbach, the author of both versions...Lol...

Both versions were put out by the alternative Memphis media darling known as The Memphis Flyer, one in their weekly print edition and both were available online...I guess even they, players in the local media, couldn't decide which version of the story for the general public to read or rather how they should read it...

However, why put out two almost identical versions of the same story for the general public?

Also peep out the different titles for each story...Are they trying to play both sides of the fence??? Not trying to offend current and potential Corporate ad sponsors who keep their free paper afloat and who currently sit on the NCRM Board???

More importantly I would also like you all to focus on the story itself...

Civil Rights Museum Board Names New Members At Contentious Meeting

The National Civil Rights Museum board of directors announced eight new members at a public meeting Thursday evening to an audience of 50, including museum founders Chuck Scruggs and D'Army Bailey, and local activist Deke Pope.

The board has been criticized lately for favoring corporate-linked membership over members with civil rights movement experience. The Lorraine Civil Rights Museum Community Oversight Committee, a grassroots group unaffiliated with the museum, offered numerous nominations of its own. Meanwhile, the state of Tennessee -- the museum owner -- included board membership guidelines in the recent lease agreement with the museum board.

The state mandated a 60 percent African-American membership, which the board met with its new nominees, as well as representation from a number of specific categories.

The eight new members: State representative Johnny Shaw from Hardeman County fulfills the state legislator requirement; local director of the American Federation of State, County and Municipal Employees Dorothy Crook represents labor; former Martin Luther King Jr. speech-writer Clarence Jones represents civil rights scholarship; while Urban Child Institute member Kenya Bradshaw, Southern Christian Leadership Conference president Dwight Montgomery, and Crichton College's Darryl Tukufu represent civil rights and community activists. Additional nominees include FedEx Senior Vice President Cathy Ross and pastor Gina Stewart.

Following the meeting, the board opened the floor to public feedback for 20 minutes, with two minutes alloted per speaker. A number of civil rights movement foot soldiers came forward with prayers and calls to support the museum and its mission despite the outside criticism. "There was innocent blood shed in this city," Dr. Jerry Jones declared, "and it has got to be paid for. It's not going to be paid for with people playing games," he said, in reference to the controversy.

Charles Todd, a former critic of the board's make-up said that the public should look into the work of the museum before passing judgment. "I don't think it's y'all's fault," he told the board members. "A lot of it is our fault as a community. We did not know how this museum worked. A lot of times, when you start talking with each other, you can get some things done. If I can do anything to volunteer and help this organization I would be glad to do so."

"I think it's time for this city to come together," said Robert Harris, longtime local minister and former civil rights marcher, "with the same mind and the same goals. Until we do that, I don't think anything will be accomplished."

Former NCRM marketing director Judith Black added, "So much of the publicity about this place is negative. It"s hard to get the positive word out if you're having to fight the negative."

Laurice Smith, the chairperson of the Lorraine Civil Rights Museum Oversight Committee, ran well over her allotted time-period while criticizing the museum board's reluctance to clear its nominations with the oversight committee.

Board member Maxine Smith (no relation), 79-year-old former NAACP executive director and decorated civil rights veteran, clarified the fact that the state lease makes no stipulation for the board negotiating or communicating with any other body in its internal business.

The meeting adjourned, though a protester approached the board members shouting "This is class-ism," while another local activist loudly attempted to address the meeting as it dispersed.

Powerful U.S. Congresswoman Maxine Waters Is A Fan Of Tha Artivist...


WASHINGTON, USA: Rep. Maxine Waters has sent a letter to US Treasury Secretary Henry Paulson, urging him to use his influence to expedite the cancellation of Haiti's debts and to suspend further debt service payments from Haiti.

The letter was signed by 54 members of the House of Representatives, including Barney Frank (D-MA), Chairman of the Financial Services Committee, and Spencer Bachus (R-AL), Ranking Member of the Financial Services Committee. The text of the letter follows:

"We urge you to use your influence to expedite the cancellation of Haiti's debts to the World Bank, the Inter-American Development Bank, and other multilateral financial institutions and to urge an immediate suspension of all further debt service payments from Haiti to these institutions.

"As you know, these institutions have already agreed to cancel Haiti's debts, but under the Heavily Indebted Poor Countries (HIPC) Initiative, Haiti must complete a number of final steps before receiving debt cancellation. However, Haiti is the most impoverished country in the Western Hemisphere - many believe it should have been admitted to the HIPC process ten years ago - and for a number of reasons would benefit from an immediate cessation of debt service payments.

"Haiti endured two hurricanes last year, following three years of civil conflict and decades of environmental devastation. Tens of thousands of people have either lost their homes or seen them severely damaged. Thousands remain in temporary shelters, and the combination of the two storms last year has devastated harvests throughout the island.

"Given these circumstance, we feel that the people of Haiti would be better served if the government could use its limited resources to address the environmental crisis, improve healthcare, expand access to education, and reform the justice system. Haiti's government has already agreed to use the savings from debt service relief for these purposes.

"We think it would be best if Haiti reached the "completion point" for the HIPC process immediately and had its debts cancelled. In the interim, before such cancellation takes place, we urge you to call for an immediate suspension of all further debt service payments from Haiti to the multilateral financial institutions. We understand that Haiti is scheduled to send $48.7 million to these institutions in 2008. Clearly, this money would be better spent on basic infrastructure and poverty reduction for the Haitian people.

"We appreciate your continuing support for debt cancellation for poor countries, and we hope you will do everything in your power to suspend Haiti's debt service payments and expedite debt cancellation for Haiti."

Tha Artivist Writes: Haiti Deserves Better...

"THE CHARCOAL OR THE GRENADE"is the title of the above art that R2C2H2 created for this edition. He writes, "It's my take or satire on 'The Ballot or The Bullet'. One of Haiti's major products or 'cash crops' is charcoal (shown being held in the right hand of the figure) which is collected from the rotten trees on the mountainside due to their inability to grow vegetables because of extensive erosion caused by a lack of trees in the lowlands to keep the fertile soil in place. A lot of their best trees were bought and cut down by the French for millions of dollars in the 19th century. However, no one thought about replanting the trees that were taken and so by the start of World War One, the damage was done.

"The hand grenade in the other hand symbolizes the violence that seems to have been a vital part of Haiti's legacy since and before its inception and will tragically continue to play a part in its present and future...The handcuffs symbolize how these symptoms of the problem are linked because of lack of a profitable economy and stable government. Violence will continue to play a major part in the lives of all Haitians and will continue to affect the rest of the world for the worse."

I always believed that Haiti was being systemically punished by Euro centric White Supremacist led Governments worldwide for not only becoming the first free Black Republic of the Western Hemisphere during one of the darkest times in Hue-man History, the Trans Atlantic Slave trade, but also for defeating one of the greatest White War Mongers and Dictators the world has ever seen in one Napoleon Bonaparte...Haiti's environment was devastated by the greed of European Colonialism and the blissful ignorance and greed of the Haitian government...The reasons why they can not grow quality crops or have fertile soil is because all the trees were cut down to feed the demands and greed of the European colonial powers...Trees help to stop soil erosion, meaning that they keep the soil from being washed away by for example, flood waters...Over nearly 200 years of this type of abuse without even an afterthought given to environmental conservation, we currently now have the situation where a desperate and poor country who now can not even provide or produce enough goods for the survival of its own people let alone export any goods to the rest of the world to help rejuvenate an otherwise dead economy......

I always found it funny how so many wealthy major league baseball players continue to come out of the Dominican Republic, the country which is Haiti's next door neighbor...Great players with names like Pedro Martinez, Albert Pujols, Sammy Sosa, Manny Ramirez, David 'Papi' Ortiz after becoming American baseball superstars continue to go back and invest millions of dollars into their country's economic infrastructure and people...Why are U.S. businesses so willing to invest in the Dominican Republic and not Haiti???

After all America was built and continue to prosper from exploiting the uncompensated labor of people of color descended from Africa...To ignore this fact is to DO A GREAT DISSERVICE TO THE BLOODY & VIOLENT U.S. HISTORICAL RECORD and to also ignore the dirty little secrets that it was greed, militarism, injustice and indifference that made this great nation the world superpower that she is and not the rhetoric known as "liberty and justice for all" or "the pursuit of happiness"...Maybe Billary does have a point about platitudes and lofty speeches!!! LOL!!!

Many more people in our community should be aware of the late Larry Davis who was a true freedom fighter albeit a reluctant one...Larry used to sell drugs to the Black community in New York City for the NYPD!!! Yes that's right he was selling drugs for some of the police officers in the New York Police Department in the early to mid 1980s...However, he had a change of heart...Instead of the crooked cops letting him walk away from it all Superfly style, he had to basically fight for his life and shoot it out O.K. Corral style....Police sent a hit squad to his apartment where they engaged Larry Davis in a gun fight...He injured several cops and was able to escape with his life and was on the run for 17 days...Eventually the truth came out about the NYPD drug ring...

Ironically Larry Davis beat the case involving his shootout with the cops only to receive a life sentence for "his alleged part" in the murder of a Bronx, NY drug dealer...Late last month, Feb. 20, 2008, (Black History Month) he was stabbed numerous times in prison..."The investigation" into his murder is underway...Many people felt that the powers that be decided to snuff him out because of what he was going to tell the B.E.T. Network the producers of the Black true crime series, American Gangster...That type of exposure could bring back tension and a dark past that the NYPD has been trying to forget & rehabilitate for years now...

However with the shooting of Amadou Diallo and recently Sean Bell, the NYPD proves that old habits die hard...

It is unfortunate that many of us do not know this story...The mainstream media as usual basically let this story fly under the radar, but thank the heavens for alternative media!!!

ACLU Sues Over Tennessee’s Felon Disenfranchisement Law‏

102406145759-1.gifThe American Civil Liberties Union of Tennessee (ACLU-TN), joined by the national ACLU Voting Rights Project, filed a lawsuit today in federal court challenging the state’s 2006 law that made the restoration of voting rights for people convicted of crimes contingent on the payment of all outstanding legal financial obligations (LFOs), namely restitution and child support fees.

According to the ACLU’s lawsuit, requiring some individuals to bear an undue financial burden before voting is tantamount to a poll tax in violation of the constitutional right to vote and the Fourteenth Amendment’s equal protection clause. “The legal financial obligations provision creates an undue burden on the voting rights of the economically disadvantaged,” said ACLU-TN Cooperating Attorney Charles Grant, of Baker, Donelson, Bearman, Caldwell & Berkowitz. “Although not intended, these provisions harken back to a time when Blacks, the poor and other marginalized groups were required to pay poll taxes for the privilege to vote. We are hopeful the court will protect the rights of all Tennessee voters, not just the ones who can afford to buy back their franchise.”

Today’s legal action, filed against state and county officials, challenges a 2006 law that changed the process by which individuals with criminal convictions may seek the restoration of their voting rights. According to the law, “a person shall not be eligible to apply for a voter registration card and have the right of suffrage restored unless such person has paid all restitution to the victim or victims of the offense ordered by the court as part of the sentence…[and] unless such person is current in all child support obligations.”

The ACLU brought its lawsuit on behalf of three individuals - Terence Johnson, Jim Harris and Alexander Friedman - who have completed their terms of imprisonment, parole, and probation for their offenses. Johnson and Harris are ineligible to vote because they owe child support for children they currently have custody of.

Friedman applied for restoration of his voting rights in 2006, but Tennessee denied his application, claiming that he owes over 1,000 dollars in restitution. “My dream is to have the opportunity to become a fully productive citizen again, regardless of my economic status. And I have the right to participate in the electoral process to bring about change to the issues that concern me most in my community,” said Terence Johnson, a plaintiff in this case. “I’ve served my time, I am a tax paying citizen and I have custody of my daughter. It is wrong for the state to punish me and other people while we get our lives back on track.”

Until recently, Tennessee’s voting rights restoration law - a patchwork of rules, restrictions, and procedures - was the most confusing and complicated in the country. Although a former felon no longer needs to go before a judge to have his or her right to vote restored, the law still requires several procedural steps before restoration is complete.

“The ability to vote should not be based on one’s financial status,”said Hedy Weinberg, Executive Director of the ACLU of Tennessee. “Penalizing low-income parents by charging them a fee to exercise their constitutional right to vote is shameful. This law has no place in a functioning democracy.” Weinberg continued, “ACLU is committed to securing additional reforms to make Tennessee’s voting laws more user-friendly and to ensure that all people who have been incarcerated can regain their full voting rights.”

In addition to the equal protection claim, the ACLU’s lawsuit charges the Tennessee law violates the 24th Amendment’s voting rights provision and the due process protections in the federal and state constitutions. Attorneys on the case are ACLU-TN Cooperating Attorney Charles Grant of the law firm Baker, Donelson, Bearman, Caldwell & Berkowitz, PC., Tricia Herzfeld, ACLU-TN Staff Attorney, and Nancy Abudu, Laughlin McDonald and Neil Bradley of the national ACLU Voting Rights Project .

Obama Wins Based On Math...

Obama Claims Math Still On His Side

Barack Obama suffered a setback Tuesday in his efforts to drive rival Hillary Rodham Clinton out of the race for the Democratic presidential nomination, but claimed the delegate math still is on his side.

"We know this: No matter what happens tonight we have nearly the same delegate lead as we did this morning and we are on our way to winning this nomination," Obama told supporters after Clinton broke the Illinois senator's winning streak.

Obama immediately made plans to press ahead, with visits planned in the coming days to Wyoming and Mississippi — the next two contests — and an expected showdown next month in Pennsylvania.

Clinton won primries in Rhode Island, Ohio and Texas. But Obama still leads in the count of delegates who will decide the nomination.

He addressed supporters in front of the San Antonio Municipal Auditorium while the results in Texas — the biggest prize of the night — were up in the air.

Despite the night's split decisions, "We can stand up with confidence and clarity," Obama said.

Going into Tuesday's voting, Obama had won 11 straight victories. He won Vermont on Tuesday.

"In the weeks to come, we will begin a great debate about the future of this country," he said.

Obama's campaign momentum slowed in the week since the presidential debate in Cleveland. He emerged from that confrontation focusing his attention almost solely on Republican contender John McCain, all but ignoring Clinton as if he had already nailed down the Democratic nomination.

But he was thrown off-stride by a Clinton television ad portraying her as the leader who voters want on the phone when a crisis occurs in the middle of the night, "while your children are safe and asleep."

And over the past few days, he was dogged by allegations that he had overstated his opposition to the North American Free Trade Agreement to win votes in Ohio; and by his past ties to Chicago businessman Antoin "Tony" Rezko, who is on trial on political corruption charges.

Obama was returning to his hometown of Chicago on Wednesday to regroup.

Earlier Tuesday, Obama told reporters he expected a prolonged race, not the hoped for knock-out punch.

Clinton, he said, "is a tenacious and determined candidate. And so we're going to make sure that we work as hard as we can — as long as it takes."

I WAS INJURED BY AN EMPLOYEE I WAS TAKEN TO THE HOSPITAL, THE EMPLOYEE HAD RAN OVER MY FOOT ON PURPOSE WITH A FORKLIFT I COULD NOT BELIEVE THIS WAS HAPPENING TO ME I GOT TO THE HOSPITAL AND THEY TOOK X-RAY'S TO FIND THAT MY FOOT WAS SLIGHTLY FRACTURED. WHEN I ARRIVED BACK TO THE FACILITY I TOLD THEM EVERYTHING THAT HAD HAPPENED AND THAT IT WAS NO ACCIDENT I ALSO TOLD THEM (HR) THAT I HAD BEEN BULLIED BY THE EMPLOYEE FOR MONTHS LEADING TO THIS ACCIDENT. THEY SAID AN INVESTIGATION WAS GOING TO TAKE PLACE THE EMPLOYEE WAS SUSPENDED FOR 2 OR 3 DAYS AND WAS BROUGHT BACK TO OUR DEPT, WITHOUT NOTIFYING ME I BELIEVE THIS WAS WRONG BECAUSE OF ALL I HAD TOLD THEM IN MY EYES HR AND PEOPLE IN CHARGE DID NOTHING SO I CALLED THE POLICE AT THE FACILITY TO FILE CHARGES THE POLICE DID SHOW UP I HAD A WITNESS AND THEY TOOK A STATEMENT FROM ME BACK IN AUG. THEN ONLY DID HR TAKE ME SERIOUSLY AFTER I PULLED THAT MOVE THEY TOLD ME TO CALM DOWN AND THAT THE INVESTIGATION WAS STILL ON GOING, BUT HOW IS IT THAT YOU ARE GOING TO ALLOW THIS PERSON TO COME BACK TO WORK WITH OUT LETTING ME KNOW. ALL THEY DID WAS HAVE A SIT DOWN AND TOLD ME WE NEED TO MAKE UP AND GET ALONG. THE EMPLOYEE WAS WHITE AND HAS BEEN WITH THE CO. A 17-year-old boy has been charged with murder in the fatal shootings of his mother and her two little girls, one of whom was rap star Juvenile's 4-year-old daughter.

Anthony Tyrone Terrell Jr. was charged Friday in the deaths at the family home near Lawrenceville, where the bodies were found the night before, said police spokeswoman Illana Spellman.

She identified the victims as Gwinnett County Sheriff's Deputy Joy Deleston, 39, and her two daughters, Micaiah, 11, and Jelani, 4. The motive was still unclear.

Deleston brought a paternity lawsuit in 2004, claiming that the 32-year-old rap star Juvenile, whose real name is Terius Gray, was Jelani's father, Gwinnett County court records show.

Attorney Randy Kessler, who represented Juvenile in the proceedings, said the case was resolved peacefully by consent order in 2006. Both parties agreed Juvenile was the father.

Kessler said Saturday he had not talked with the rapper about the killings. "Anytime you have a situation like that, it's shocking," Kessler said.

Terrell was taken to jail in neighboring DeKalb County to avoid any potential conflict because Deleston worked for Gwinnett County, Spellman said. He is being held without bail.

Because of his age, prosecutors cannot seek the death penalty against Terrell. A preliminary hearing will be set next week in Gwinnett County Superior Court, said prosecutor Danny Porter.

Defense attorney Lyle Porter did not return a call Friday. An attempt to reach Juvenile at a listing for "T. Gray" in the New Orleans area, where he is based, was unsuccessful on Friday night.

Authorities on Friday found the gun used, going by information provided by Terrell. Spellman said she could not confirm whether Deleston's service weapon was used.

Deleston, a seven-year member of the department, had been assigned to the sex offender unit, police said.

Police had gone to the subdivision because a caller reported shots fired, Officer David Schiralli said earlier. They found a bullet hole in a house, then checked next door because they knew a deputy lived there.

They opened the door to announce themselves and discovered the bodies, Schiralli said. The 17-year-old son arrived at the house about 35 minutes later, he said.

Spellman said the boy was arrested after talking to investigators but didn't elaborate.

Neighbors said the family had moved in less than a year ago. They often saw Deleston in her squad car coming home from work and said having a deputy around was reassuring.

Jeff Beaird, who lives across the street, said he often saw Terrell in the driveway shooting hoops with his friends or washing his mother's patrol car but doesn't remember anything out of the ordinary.

"It's so shocking because you don't expect something like this to happen," Beaird said.

Juvenile has been arrested several times on charges ranging from failure to pay child support to resisting an officer in a scuffle at a Florida mall in 1999. Most of the charges have been dismissed.
